Refresh environment variable without rebooting

Very simple.  After updating PATH environment var for example,
  1. open CMD
  2. type "set PATH=C"
  3. restart CMD

UPDATE-20200307: this works for PATH environment only.

[Note] Checking GPU use for Theano and Pytorch

Just installed Theano and Pytorch using Anaconda with GPU support.  Here is how to check if it's using GPU.
